A test suite is a named group of cases. “Checkout,” “Auth,” “Admin.” You create it on Test Suites with Create suite. That’s all. It is not a run, not a pack, not a cycle.

Nested suites

The database has parent_suite_id. The list always creates parent_suite_id null. Don’t design a deep folder tree expecting the Suites page to parent them. Use naming, module, and tags instead.

Empty state

Create suite, then add cases. Or install a pack and inherit suites. After a pack install, these are normal project suites; rename them to the client’s language.
